Asphalt Utility Cut Restoration City of Rocky Ford

Project Overview

The City of Rocky Ford is requesting bids from qualified contractors to perform asphalt utility cut restoration within City streets, alleys, and rights-of-way. Work includes restoring pavement following utility repairs in accordance with City standards and applicable regulations.

Scope of Work

The selected contractor shall provide all labor, equipment, materials, and supervision necessary to complete the work, including:

  • Coordination with the City’s Public Works Director
  • Provision of all required traffic control in compliance with MUTCD
  • Saw cutting pavement to neat, straight lines
  • Removal of existing asphalt and unsuitable materials
  • Preparation and compaction of subgrade and aggregate base
  • Placement and compaction of hot mix asphalt to match existing grade
  • Application of tack coat to all vertical edges
  • Restoration of disturbed areas
  • Removal of debris and final site cleanup

All work must meet or exceed City of Rocky Ford standards.

Technical Requirements

Work shall comply with the latest applicable standards, including:

  • Colorado Department of Transportation (CDOT) Specifications
  • Manual on Uniform Traffic Control Devices (MUTCD)
  • OSHA Safety Regulations
  • City of Rocky Ford Standards

Key technical requirements include:

  • Subgrade & Base: Removal of unsuitable materials; placement of Class 6 road base in ≤6-inch lifts with compaction
  • Asphalt Placement: Minimum compacted thickness of 3 inches or matching existing pavement, whichever is greater
  • Compaction: Finished surface must be dense, smooth, and free of defects
  • Surface Tolerance: Final repair must be flush with surrounding pavement (± 1/4 inch) and properly drain
Traffic Control & Safety

The contractor is responsible for all traffic control measures and must maintain emergency access where practical. All operations must comply with MUTCD standards and OSHA safety requirements.

Inspection, Acceptance, and Payment
  • The City reserves the right to inspect all work in progress
  • Non-compliant work shall be removed and replaced at the contractor’s expense
  • Final acceptance will be issued by the Public Works Director upon satisfactory completion
  • No additional compensation will be allowed without prior written approval
Warranty

The contractor shall provide a one (1) year warranty from the date of acceptance. The contractor must repair defects at no cost to the City, including:

  • Settlement, rutting, or raveling
  • Edge failure or separation
  • Improper compaction
  • Surface cracking related to workmanship

Repairs must be completed within 30 calendar days of notification unless otherwise approved.

Cleanup and Project Completion

Upon completion, the contractor must:

  • Remove all excess materials and debris
  • Sweep and restore the roadway and surrounding areas
  • Ensure the site is clean and safe for traffic
